Blackburns of Belper/Ripley

Enoch Blackburn my GGG Grandfather moved to Belper/Ripley in Derbyshire from coningsby Lincolnshire sometime between 1864 and 1867 with his family and became a coal miner. I know he married Anne Walters in 1858.
My question is did he move there because he had relations already there or was it a move to better his family. I ask this because recent investigation has turned up the following children surname blackburn in the belper area who had very short lives.
