As the births of the children do not appear to have been registered, and there is no trace of a marriage, I rather fear you may never be able to find out.

It also seems that they eluded the 1881 census

No 1881 /1891 then.If they married in 1878 they should be together somewhere.
I wonder if they went under another name,especially as we can't find the relevant birth records.

A tree on Ancestry has some these children but only with the parent Louisa Hope and no mention of husband,although that doesn't mean anything as they have louisa born 1840 died1920.
