Greyghost posted a possible birth for James in 1875 in Ross reg disctrict.

If Thomas & Julia were his parents, and sister Laura was born in Cheltenham, here's another possibility:

TOMBS, FRANK -
GRO Reference: 1876 J Quarter in CHELTENHAM Volume 06A Page 455

Sister Laura 's birth was registered in in Cheltenham (very close to Brockhampton) , per 1891 census above, and per GRO:

James F doesn't appear on any census with Thomas and Julia. In 1881 they are in Nottinghamshire with Albert and Laura. I don't think Thomas and Julia are his parents. That's not to say that Thomas wasn't related to James in some way. Perhaps he was the illegitimate son of a sister of Thomas and gave Thomas as his father when he married to avoid the stigma of no father named on the certificate.

I agree with RG that Thomas & Julia were probably not his parents.
Their other children's births are registered with mms, but there's no such birth for James.

In 1881 Thomas and Julia have an Eliza Beatrice Tomb b. 1879 visiting them. I wondered if she was conected to your James but I can't find a birth registered for her either!

My gut feeling is that James was registered under a different surname, if at all!

Perhaps the "ditto" for Eliza Beatrice's surname was a mistake. Her birthplace is given as Charlton Kings, Glos.

There's this birth:

SHIRLEY, ELIZA BEATRICE mms BENNETT
GRO Reference: 1879 M Quarter in CHELTENHAM Volume 06A Page 448

Cheltenham reg district includes Charlton Kings.

She's with her parents Charles & Hannah in subsequent censuses, but I don't see the parents in 1881.
