Help Needed to find brother

I'm trying to find my half brother who I've never met. His name is James Allen and he was born on the 29th October 1979 in Neath General Hospital, West Glamorgan, South Wales. I have also found out that his sisters name was Michelle Allen who may now be married (now called Roberts), she was born in 1969, also in Neath. Maria Allen (nee Witts) is the mother of both children (however, James is related only as we have the same father - Raymond Charles Parker). The address that is on James's birth certificate is 1 Menai Avenue, Croeserw, Cymmer, Port Talbot.
