have asked my dads sister Maureen and she's not certain or very forthcoming but she thinks it was Annie Richardson and possibly she was married to John or a Edgar Bell. thinking I will order his certificate.

Best thing to do if you can't get any more info is to order Matthews birth certificate you can do that here

I can't find a marriage for Bell/Richardson anywhere that would fit :0(
Are there any other members of your dad's family that you could ask?

siblings for my grandfather Matthew Bell,
brother William(Will), brother Joseph(Joe),Matthew (Matt) (my grandfather) sister Margaret (became Maggie Lammon/Lamming) and brother Robert(Bobby)
father of them maybe called John Thomas.

her date of birth was 28/7/1917 so the above info on her birth is correct.
