Victoria,
Do you know where and when he died?
Although not indicated as deceased on his daughters marriage certificate that does not necessarily mean that he was still alive at that time. It would depend upon whether the person recording the details on the certificate actually posed the question, "Is your father still alive?"

I've done a search from Mar 1903 to Dec 1930 for given name Charles for marriages registered Cleobury Mortimer. There isn't a Charles Brewer or even a surname phonetically close.
I've done the same search for Stourbridge and the closest I could get was Bloomer.
From Family Search there are two Charles Brewer
1901 census mentioned above gives age 49 born Highly so yob approx 1852 and
1881 age 31 (yob approx 1850) also b Highley in lodgings in Highley but only one Charles Brewer birth registered.
Surname First name(s) District Vol Page
-------------------------------------------------------------------------------- Births Dec 1851 (>99%) -------------------------------------------------------------------------------- BREWER Charles Cleobury Mr 18 41
Marriage-wise, there are so many Charles Brewers for any area it's not possible to find him.
Death-wise, there are some that could be close assuming that age at death was fairly accurate.
So I'm thinking that either he is there and I can't see him, he went over to using a different given name or surname. And as for the marriage, without a hint of the second wife's name it's not obvious. Or maybe they even never married.
I love a good mystery. The answer has to be there somewhere. It took me years through the 80's to find one person I knew existed. Marriages and changes of names later I found her but I did have to wait for the 1891 census to be released to find that one clue.
