I can't find a birth for Deborah or Margaret but there is one for a Phoebe Baker, 1838 in Kingswinford. This could be the one in the other family. It does not come up on freebmd but is on the West Midlands bmd site. Perhaps you could suggest to the other lady that she buy the cert?

Mary, please do post again if you need help and come back and let us know what the birth cert says.

Please don't think twice about posting again Mary. There are always people willing to help. I think I could say we do not all want thanking individually - just thank you all will do with sometimes a special mention if someone has found a specially useful fact. It is always nice to know if the info one has found was useful as most of us help for the challenge of solving a problem.

sometimes people post what seems obvious to you who have all the background. It is often posted so that anyone looking can get a clearer picture of the problem

Did you know that if you put the parent's names on the application form for the certificate to the GRO if they do not match they will refund your money (or at least put Thomas as Phoebe could perhaps be spelt different ways)
