Not an expert on Electoral Rolls so I'd suggest asking at a library near there.

EDIT: There's an outgoing record for a Wm H Whetstone to NZ in 1900, unfortunately FMP won't let me view the image at the moment. The 1935 arrival might be that man.

He's a crew member - 2nd engineer. Stamped next to his name it says "discharged".
There are numerous other shipping records for a slightly younger William Whetstone who is a vegetable cook.

Thankyou Maddie but that is the uncle of the one I am looking for .The William I am looking for is a sapper in Royal Engineers based in Kent on the 1891 census and I believe he was born in 1871 but can not find birth or any sign of him after 1891

Given that there was no pressure on parents to register births before 1874 then it's likely that his was one that slipped through the net. My personal guess is that it would be even less likely for the illegitimate births to be registered.

IF we can not find the birth can anyone see William later than 1891 thankyou

As the parents didn't marry until Q4 1872, he may have been registered as Dalton - have you checked that?

I am looking fo the birth of a William Whetstone I can find him on the censuses up to 1891 when he was a sapper in Royal Engineers In 1881 he is living with parents David Whetstone and Mary Ann Whetstone nee Dalton. All of the censuses say he was born in Leicestershire although dad was born inBedworth Warwickshire and mum in Grantham Lincolnshire.
