His marriage for reference. Are you sure about his middle name? There is a Frederick James born in Wellington in 1882.

I'm trying to find the date the above died. He married Agnes Condick in January 1920, had 2 children Frederick and Edith . As far as I know he was in wellington until his death but this I can't be to sure on this.
