I think I have him born 1908 Birkenhead father Joseph Anderson 1880 mother Annie Jane Box 1878, got the 1911 census and birth for 1908

(are you sure that doesn't say Boat Man, or similar on that Cert.?, a lot of men on below image relating to dock work, one a Tugboat man)

Also, you say that the occupation given for Joseph Anderson (father) on Frederick James's Marriage Cert is Hat Man could it possibly be Tug Man instead?

The occupation for Joseph Anderson Frederick' s father I got off ancestry they have the certificate but it could be flat man
