I wouldn't have ordered the 1976 certificate. Based on his DOB it didn't seem, as you suggested, the most likely. That Arthur is on the 1939 register living in Bristol.

I don't see an Ernest on the 1939 register woth DOB of the 15th- there is however this one listed as the 14th:
