Do you know where the family lived in the USA?
Did Ian have any siblings?
What were his parents' names?


Any of these details might help our search - though nothing is jumping out at us so far.

In the UK, there is no central BMD registery - it is the country's responsibility.
The same system was exported to the US colonies, so BMD's are left to the states.
This also holds for the Australian colonies/states and the Canadian colonies/provinces.

Depending on where and why his family were in the US, there's a better than even chance his birth-state had no civil rego of births.

The federal US census was nominally on 1 June 1830-1900 nnd 15/4/1910.
Some states did have state censuses midway between the federal census.
The US 1890 census was 99.9% destroyed by fire.

This is the only Ian Allan showing in the 1911 census in Scotland of the right age +/- 2 years. There is not an equivalent c8 yr old in 1901 same RD

You would need the Scotlands People website to look at the full 1911 census as it's not available to view elsewhere. It's a buy credits site - very reasonable cost.

I'm not clear from your OP whether it was just the parents who returned to Scotland prior to 1911 or whether he also returned ?

And it doesn't help you with a BC

Looking for my grandfather Ian Fraser Allan who was born in America in 1893 to Scottish parents who returned to Scotland before the 1911 census how do I find a birth certificate for him?
