It's in French! The date is in July. More than that needs someone who can translate.
Unlike British records of the period, it's a free form description usually give both parents names, what the father's occupation is & often where the family or couple were born.

James Kelly
Manchester, England
John McGrath
Are all mentioned in the text.

The original is in French which I could translate if the writing was a little clearer.
The date is 22 July. He is the son of Elzear? Menard & Henriette Martineau. She is the daughter of James Kelly & Catherine Fox of Manchester, England.
I think that his name was actually Andre William Menard.
