Please may I have 1939 look up

No relationship is shown on the 1939 register. Remember it isn't a 'census' as such.
You can get a general idea of who is considered the head of the household by the position they have on the listing eg

Married male followed by a married female, with the same surname, of approx the same age & you could assume they were husband and wife. Children of that couple are frequently listed by descending age. It isn't an absolute rule, but seems to work that way.

Unless we have personal knowledge of the people who lived at an address, we can only presume who the closed records relate to.
In a rural area, the closed records could refer to an evacuated child, either unrelated or an extended family member.
They could also be the names of Lodgers who were born after 1915 & died after 1992 where an English or Welsh death reference hasn't been matched up.
