However, 1861 and 1851 both say Charles (the father) was born in Woodcote - so he's not a brother of George born Bristol.

OK - these are all the Charles Lewises born Westminster 1838-81 - but of course the enumerator may have got the birthplace wrong as well as the relationship - if that's what happened:

I had thought (and so did Helina) that 1881 said Charles Wm, but on closer inspection it could be just Charles W with a bit of an extra squiggle, or even Charles K, Charles H, Charles N

But clearly the YOB is way out from your Charles, so no reason to think it's the same person.

But the same problem persists - there's no Charles William Lewis born St James 1867 or thereabouts.

Maybe the 1881 census is incorrect, just a relative visiting.

There are no other Lewis/Tyler births of any name in St James Westminster district, apart from Charles's supposed siblings, from 1838 onwards.

In the wider London area, there was a Charles James Lewis, mms Tyler, registered in West Ham in 1846, but he's with other parents in censuses, and with a wife by 1881 - and wrong middle name in any case.
There's a Richard Lewis, mms Tyler, Kensington 1856 .
But that's all.

Nor any Charles Tyler from 1938 onwards, who isn't accounted for with other parents in censuses.

Are you certain that those are Charles's biological siblings on the 1881 census please? Have you considered that he may have been adopted by George and Mary? On the image of the 1881 census his age and Alice Mary's are quite clearly 14. As Alice's birth was registered in the September quarter, Mary is unlikely to be the biological mother of both Charles and Alice, unless of course, that was the wrong age for Charles. That would be a possibility as his occupation is given as Tailor and not Apprentice Tailor as you would expect for a 14 year old.

All Charles's siblings were born in Westminster, surely Charles would also be born in Westminster. Father George Lewis was born in Bristol and mother Mary Tyler was born in Middlesex.

All his siblings birth registrations are findable - Lewis / Tyler - but not Charles. Not even with some other first name.

His sister Alice was born 1867, so presumably 1867 wasn't Charles's birth year, unless they were twins, which they don't seem to be:
