I am trying to find the marriage for Mary Agnes McCartney b 1912married Robert Irvine b1918 both from the Stranraer /Dumfries area

I think Marys mother was a McCaig and maybe married or lived with a Thompson at the KENNALS

Does Scotland have a 1939 census

Scotland does have a 1939 Register, but it's not searchable online like the English one.

You have to know the person's date of death, and then apply for a copy of that particular person's record in 1939. And it costs £15.
If the person's death was outside Scotland, you also have to send a copy of the death cert.

So not much practical use, unfortunately!
