How did my Grandfather get to Malta?

I have traced my Grandfather Herbert Henry Addis Woodcock born in Tesdale Durham in 1869 on the 1901 Census. |

Looks like he was still in the UK in 1907 but by the time his father died in 1909 he was in Malta, |

Ida Woodcock born Malta 1912, presumably Monica's mother. I think that Monica means Herbert is on her mother's birth cert not her own? |
