It looks as though you will need to use the Essex Archives. There seems to be a birth in the records for Hornchurch.

Eleanor was born about 1840 in Essex.
She married George Bell 12/5/1862 Stepney. They had, at least, 4 children.
Her father, according to the marriage cert, was William.

I cannot find a thing about her ancestry and am hoping someone will be able to do what I couldn't
