Don't know but search the 1880 USA census with "Thomas Judge" born around 1859 and you'll find some Irish Judges.

When I was searching for my own "Judge's" I saw a lot of Irish Judges listed in USA on FamilySearch.org. Have you looked there?

Annistia Cashon nee Judge born Ireland 1835-1836 on census from 1871 living wrigglesworth street leeds south east,also 1881,1891. In 1901 family living bells yard west leeds. Ann Judge on daughters bith cert. Married to Dennis Cashon, born ireland. Children william b. 1855 leeds thomas b. 1857 john b. 1862 micheal b. 1866 margaret b. 1869 dennis (known as dinney) b. 1872 mary ann b. 1874 joseph b. 1876 all born leeds. Willaim married Susannah. in 1891 living high marshland street leeds. Michael married Catherine. in 1891 have two children Anaba Cashon age 2 and John cashon age 1 month living 16 wrigglesworth street, south east leeds Margaret married John w smith. in1 891 have a child Mary ann smith age 2 all living brown street, south east leeds. any information regarding family, please contact. I am greatgrand child of Margaret Smith nee Cashon.
