Hello Debra
Since posting this message you may have got a little further with your research into the Winstanleys from Wallasey.
I have some Winstanleys in my tree born Wallasey and Birkenhead, Cheshire, but the latest dates I have are 1880's and 1890.
We may link up at some date. Do you know Arthur's father?
If you are looking for info on Free BMD the registration district for folks born in Wallasey is Birkenhead or later Wirral.
Regards Barbara
