Adoption in 1890's - any records?

My great grandmother, Florence Elizabeth Christmas was illegitimate and in 1891 census was living as a nurse child (aged 7) at a boarding house run by an Elizabeth Cooper in Folkestone. Florence's birth mother, Anne Christmas was also living there as a servant. By 1901, Florence has become Florence Cooper and no sign of her real mother. On her marriage cert, her father is listed as William Wills Cooper (Elizabeth's husband who died before Florence was even born). So I'm wondering if she was adopted or if she merely took the name of Cooper? Were there any adoption records back then? Any help much appreciated, Many thanks, Lorraine

Adoption as a legal process was begun in England and Wales on 1 January 1927. Anyone 'adopted' before that date was really fostered so sadly there are unlikely to be any records.
