What are the names of the witnesses to the marriage? Maybe that might give a clue. Often they were brothers or sisters? Mags.

1891 Ann as Head It is noted that she is Deaf in the last column. It states M for married. Living Bull Lane, Winchcombe, Tewkesbury. Ann Evans abt 1843 Winchcombe, Gloucestershire, England Head Fanny Smith abt 1865 Greete, Gloucestershire, England Daughter Frank Evans abt 1884 Grove Leys, Gloucestershire, England Son Mable Maud Evans abt 1880 Charlton Abbots, Gloucestershire, England Daughter Willy Evans abt 1873 Charlton Abbots, Gloucestershire, England Son Hubert Smith abt 1891 Winchcombe, Gloucestershire, England Grandson (only 1 month old) Fanny is listed as being unmarried so maybe William is out looking for the culprit who has shamed his step daughter?
