1901 census liverpool help needed

I have a francis bolger born 1883 liverpool, found him and his family in the 1891 census but they are not to be found in 1901, my uncle his son reassures me that the family did not move away and francis did not join up, any help or tips would be appreciated thanks Glen.

Edit -- I should have mentioned first that the reason I dredged this up was that the mystery was mentioned in my thread about Reuben Cooper -- so it still seems to be unsolved. Not just randomly digging up old stuff this time!
