absent Voters list

I have been advised to check the absent voters list for 1891 to find my grandfather as he was in the army at that time. He came from Lambeth but was in school in feltham when he signed up in 1886.. Also I am told that from the absent voters list I can find what regiment he was is in during WWI I know it was the R fus followed by the Northamptonshires but I do not know which regiments. Anyone know where these lists can be found???

They are normally held, if they survive, in the local archives. He may not have been eligible to vote in 1891, unless he was well off, so might not be listed anyway.
