If you have an address you can find registered voters on the old electoral rolls. These will most likely be in a main library or archive / Record Office local to the address.

Is it possible to find out who lived in a house around the 1930's?...I know the 1911 census isnt even out yet...but even to fidn out the head of the house at least?
