Are you sure he was born in Suffolk and not resided in Suffolk? This is the only census record I could find for Suffolk.

James 1899 Gt Saxham Suffolk West Suffolk Great Saxham he was registered in jan/feb/march quarter 1899 but unfortuntl that is all i do have trevor
