This looks a possibility, although his age is slightly out:

The head of the household was a Phillip Billington, shoemaker. I think he was probably Sarah's father since there was a marriage in Jun qtr 1866 at Leicester of a Sarah Ann Billington. On the same page was a Robert Horsepool
