A bit further up the page is a William Barrs age 39 with wife Hannah - William also listed as born Elstre

I have Matthew Barrs born 1788 Herts i think i have his death cert can only see him on 1861 census (found but not viewed) aged 76 Watford Bushey i believe his wife was Rebecca any info on where he was born would be a great help or to see if he is on 1841. Matthew died 1877.
Also i have William Phelps 1780 born place unknown but i believe we are looking in the London area he had a son Joseph born 1823 he may be on the census with him as well, William died in 1858 Fulham.
