Dual Citizenship??

Can anyone give me any links or information about how I could find if someone had dual citizenship or tell me anything about the subject? I have been one year looking for a relative who was born in England but his job always seemed to take him to new york form different ports in England. Found one sailing via Ellis Island and when I take a look there at that site he is on one record there as USA citizen (although extra letter in his surname) and yet on other manifest records as English!! Am confused and wondering.
