Can anyone tell me where to look next when DoCs and Aboriginal Protection Board archives draw a blank. The APB believe the person I am looking for is theirs but there is no paperwork. Where do I go to next?

Have you tried contacting ATSIC (Aboriginal and Torres Strait Islander Commission)?

I've just had a look at the website and this comes up.

The ATSIC website is now closed.

It is available in archive form through the National Library of Australia's Pandora Archive from the following link: http://nla.gov.au/nla.arc-41033

They may be able to help you.
