It looks like someone with that name arrived in 1871. The record can be ordered through this site:

However, since you now know the year at least (providing it is your Abel), you could search the site that Pam provided.

Hi can anyone search passenger records to Quebec c 1870.. for an Abel & Selina Foxall both born Worcestershire.. but resided in Liverpool..there sons Joseph & Abel will have gone with them..

Birth years Abel 1836
Selina 1839
Joseph 1863
Abel 1869..

4th Child Selina born in Quebec 1873..

I found a web site that gives snippits for free,

2 baptisms in Quebec but does not give year or church or region..

Eli Foxall & Selina Foxall...

Abel's brother John Foxall had a son named Eli, so this Eli baptised in Quebec must be Abel's son....
