I have just looked at the original image and James Ashurst's occupation is a coal miner heaver!! So i would think it would be him

Did he have any other children as far as you are aware?

I found this on 1901 census, which would make him quite old when he had Joseph but then his wife is quite a bit younger than he is, so i guess it is possible!! Joseph's birth certificate would confirm who his parents were! Whic would then confirm whether this is James or not

THIS IS AS MUCH AS I KNOW - : MY GRANDAD WAS BORN IN ABT 1907. HE MARRIED VIOLET PRICE IN 1932 WHEN HE WAS 24 AND SHE (MY GRANDMA) WAS 21.ON THE MARRIAGE CERT IT STATES THAT MY GRANDAD WAS A MINER, SAME AS MY GREAT GRANDAD. THATS AS MUCH AS I KNOW. I HOPE I HAVE EXPLAINED MYSELF PROPERLY!!!!!!
