Hi James - although Mary Ann Wallett's birth cannot be found - her sister, Fanny Wallett's, birth is registered - Q/E June 1856 West Bromwich District Vol 6b, Page 642. May be worth sending for that.
According to 1851 and 1861 census Mary Ann has at least 3 sisters and 1 brother. Mother is Elizabeth, a widow on both these censuses - which is strange. This Elizabeth was married to a miner, Thomas Wallett on 1841 census.
The surname of Fox may be a 'stepfather'.

The mother, Elizabeth, is listed as Wife, but the image just has a W (other entries have wife) and is shown as married. It is a coal mining area (coal miners on image). All the family are shown as born West Bromwich.

In the 1851 the family is at the same address (it looks like Greets Green Rd. West Bromwich)

I cannot find a Robert Wallet in the 1851 or 1861, neither can I find a death before 1851 or a marriage.

Who were the witnesses to the marriage. Any clues there?

from the date of birth you state i would like to say that it would be the 1858 one however if her parents didnt register her birth straight away there is slight chance it could be the 2nd qtr 1859 one, however if you obtain the actual birth cert this would confirm her parents names which you could match up with the marriage cert that you have

I am looking for my grandmothers birth Certificate she was born Mary Ann Wallett or Fox on 5th November 1858 in Staffordshire.

Mary Ann married on 29th Sept 1879 to William T Bell, On marriage Certificate it as Mary Ann Fox age 20 spinster living in Parish Stockport Father Robert Wallett Occupation Miner.
Married in Norbury Church pairsh of Stockport Cheshire or Chester

Robert Wallett could have been born around 1830's.
