Can't tell if he was an officer. The paper was stamped "Machine Gun Corps. C.L.F., M.D.2" and D. Coy written on it.
He was born 11 Aug. 1892, Portage la Prairie, Manitoba. Next-of-kin was mother, Hannah Bella Kelly of Sandy Lake, Manitoba.

I think with what was written on the paper he probably was some sort of officer.

is there any immigrations lists etc for boats around that we can access? there might be some more details there.

I believe there are passenger lists but I don't have access. Jim?
Just found a birth of George Kelly. 11 Aug. 1891, Portage la Prairie. Date the same but year wrong. Mother's maiden name Anna Bella Mulligan.

George Sr. was born US. All others Manitoba.

The George junior here has the middle intial of M, mine had A. or am i reading it wrong?
