The only one I can find that puts a William with a father Richard of an age you might expect was in the 191 census in Islington William Hughes born 1886 Islington father Richard born 1854 Isl, a french polisher mother Caroline born 1858 Guilford Did find a birth of a William Henry HUGHES 1888 Islington.
