Census hekp needed please

On 1881 census I have a Henry Angliss living in Hastings. I believe that he was a the son by my GGGGran's marriage. Living with him is Charles Glasspool who was a son by my GGGGran's partnership with my GGGGrandad, they never married.

The relationship of Charles to Henry is stated as Bro in Law but I think he is his half brother.

Could this be an error?

I know that when a child was down as in-law, it meant Step child..Maybe it was the same for half siblings too
