Same family in 2 places in 71 Census

It could be that they were moving and lived at two addresses that week and just got enumerated twice. I saw a case where I think they lived on an enumeration district boundary, and one enumerator came to their front door and another to their back door, which gave them two completely different looking addresses.

I don't think they would have owned anything, he was an Ag Lab. It does seem that her brother is "next door" with his family in one of the Census. I think I need to look at old maps now to see where I am looking at!

The street address on both is just Colney Heath, in one the next "house" is a Bakers shop and in the other it's a Pub. All neighbours are different!

unless the enumerator got mixed up, are the street addresses the same on both, could be two enumerators did that area

This is the first time in 7 years of research that I have come accross the same family in two places in a Census. Can anyone expain how this can happen? The following info is from the 1871 Census:
