When did electoral registers start?

ER's of that era had very few names.........the electoral franchise was severely restricted

You can't find them online - you have to go to the local library. If you don't live nearby, try e-mailing the library.

The people entitled to vote in that period were mainly male property owners. Women didn't have the vote.
