Difference in birthplace help pls

I am trying to trace a Robert Holder born 1858 (according to 1901 census) I have found differences for his place of birth and some of who i believe are his relatives. Some links from sites such as freeBMD say he was born in weobley and familysearch.org seems to have the same person in Letton they are very close in distance are these likely to be the same person or relatives?

Letton and Weobley are both in Herefordshire, and are both covered by the Weobley registration district. On Google maps, they do not appear to be far away from each other.

Aimee - Weobley is the district of registration - Letton comes under that district.

1861 and 1871 show him born in Letton which is consistent with him being registered in the Weobley district.
