Billeting during WW2

Hi,
I hope somebody can help. I am trying to find out some information about a soldier that was billeted in Sheffield after Dunkirk. I know his name, exactly where and roughly when he was billeted, but the army can't help me as I don't have his army number. I believe the Dunkirk records have been closed following the last anniversary.
Would Sheffield Council be able to help out?
Any help here would be very gratefully received.
