Marriage Cert. Philadelphia, USA

Hi, Would anyone know how to apply for a marriage cert in Philadelphia ? I have the number of the licence and the date of issue, May 1904. I just don't know which Gov. service to apply to.

For a PA marr, you need to know the county too, but I think it's Philadelphia here.
