Canadian Home Children?

Need Help. I am researching my brother-inlaws family. In the 1901 census for Scotland his great grandparents were listed with my brother-in-law's grandfather. Also listed were two brothers.(they were grandsons) Edgar Morley born in Australia and Burnett born 1897 in Glasgow. Six months after Burnett was born their mother died. Found them again on a shipping list to Canada bound for St Johns NB. Edgar was 15 and Burnett was 11. They appeared to be on their own so I dont know if they were travelling under the Canadian Home Children Scheme. Can anyone help me to progress with this?

They're not listed on the Home Children site on Archives Canada.
