Searchable Database with photos - Help please

I am trying to put together a searchable database of photos of gravestones in our local churchyard to be used on the computer in our local museum.

I know that in Microsoft Access a photo can be attached to a record but the Museum doesn't have Access (and can't afford it!). Does anybody know of any other way I can do this? I have tried the database in Microsoft Works but to no avail.

Any help or advice gratefully received
