Adoption did not become legal until about 1925, so previous "adoptions" were usually family.
It is highly likely that the children were part of the family!

Are you sure they were adopted by Percy? They're not with him in 1901 but are with Susan Dews who was his mother.

hi all
my grt grandfather (percy dews born c1875) adopted two children,jessie ferris born c 1899 and annie jones born c 1891.i understand that barnados may have some record of these adoption (following up at present)
but wondered if any body had these names in their tree or any help in searching for them.
my family at the time lived in whitechapel/hammersmith areas of london.
