It means British Subject. Is he on any other census? Which census is that from, I'll take a look for you. You never know, he may have been working for my great great Grandfather who owned an Iron works in Le Havre! (Also a british Subject)

I think the H is actually an R comparing it to others on the page.
Decasrell or could it be he was De Creteil (as in "from Creteil" which is a suburb of Paris) can you tell I'm clutching at straws!

My Gggrandfather is listed as being from Flava on the 1871 which if you squint at the image proves to be France!
