"Full Age"

The only legal way for someone under 21 to be of full age is if they were a widow/widower.

Jill, usually if know, the certificate would state "Minor" or With parental consent" if under 21

It should mean they are both at least 21, but people have been known to fib!

I have a marriage cert. dated 1854 giving ages of both parties as "Full Age".
What does this mean?
I thought perhaps it means they were both 21,but not sure.
