What was a Test House please?

Thank you for your contributions. It is definitely the Test House, and the enumeration district didn't add any more information. But the article I have now read from the link given by Betty Boo indicates a Test House was some kind of residence similar to a Workhouse and links in with the Poor Laws. It makes for interesting reading and fits in well with other information I know about the person in question. Thank you.

I have found a possible relative in the 1901 census who was recorded as being an inmate of the Liverpool Test House. It is obviously some kind of institution, with lots of other people living there, but does anyone know what a test house was please? Thank you.
