Have you tried Find My Past, their records include:

Hi there - Does anyone know how I would find records of passengers coming to Canada from England via a freight ship? Apparently, my grandfather came over on a freight ship and I would like to try and find the name if possible. Thanks! Brenda, Ontario, Canada
