how can i find out if an adoption file exists, or search for the surname of an adopted baby with christain name and dob and area born

I don't know if you can get access to an adoption file unless it is your own - I have a feeling you can't, and I think also that if the adopted person has now died, for instance, the file is closed and nobody can access it.
