I have just found a 2 year old on the 1911 census who was fostered along with a 3year old and a 9month old not brothers or sisters did people get paid for fostering in them days does anyone know thank you

I haven't seen the 1911 census at all but up to the 1901 census children were sometimes with other families and described as a Nurse child (which was what we would today call a foster child). The family would have been paid to look after these children.

Although adoption and fostering have taken place informally for centuries, it was only in the 1920s that adoption became legally recognised in Britain.

So it is likely that 'your' fostered child was the son/daughter of someone who had to, due to circumstances, leave them with the foster person so they could work.

They would pay an agreed sum per week/month for the child's upkeep.

Very often you can look round the area for a neighbour or a relative who would likely be the childs parent.

I believe that some children were also fostered out of the workhouse, being paid for by the union.
